Operational Decisions and the Information Explosion. What Are the Critical Joint Warfighting Requirements for the CINC (Commander in Chief)

The information requirements for the operational decision processes of the theater Commanders-in-Chief are a small part of the overall information transfer in the modern world. Some of the information that he needs is critical to his decision process. Each CINC may have different requirements. The requirements of all of the CINCs may, in fact, compete with each other. This paper examines the critical information requirements, discusses various considerations and constraints, and recommends a systematic scheme to assist each CINC to identify his critical requirements. A pilot survey is included along with a proposed implementation plan. The results of the surveys could be used by the CINCs, by the Joint Staff and Joint Commands in computer-assisted simulations. Although standardization of requirements may be difficult to achieve, many similarities might be found. We may also be able to enhance the ability of the communications systems to ensure the transfer of vital information.
