This study was conducted to determine the most cost effective method of providing short term impatient care to military health care beneficiaries in the Washington, D.C. catchment area. Three alternatives of providing the care were compared issue Certificates of Non-availability, contract the services, and expand existing facilities. The author found a clear cost advantage to providing care by expansion of existing facilities. Although his solution is not a short term fix, the eventual savings is well worth the investment.
