Abstract:

Special Operations Forces SOF represent a significant combat multiplier for the theater commander throughout the spectrum of conflict. The Department of Defenses commitment to enhance our Special Operations capability has been demonstrated in the past three years with the establishment of Special Operations Commands SOC in the regional unified command headquarters, and in the recent development of doctrine for the targeting war time tactical employment of Special Operations Forces units. This study focuses on the Targeting of Special Forces Operational Detachments and SEAL Teams. The study examines the proposed Joint SO targeting doctrine, and the theater target board process on which it is based. It identifies significant problems with using the Theater Target Board process as a foundation for Special Operations targeting and proposes an alternative targeting scheme. The purpose of the Theater Target Board is to ensure the effective employment of theater level deep surveillance, attack, and support resources. From this definition it can be seen that the primary role for the Target Board is in coordination of the Theater Deep Battle, during the execution of a campaign or major operation.
