Abstract:

The Individual Ready Reserve IRR is the nations largest source of trained individual manpower, thus a critical element in the Total Armys mobilization planning system. From the inception of the IRR, it has not been clear how to maintain its readiness posture. This individual study explains key attributes of the current IRR Training Program. It will determine needs and requirements for sustainment training and explain the composition of the IRR -- what it is made up of. Additionally, this study describes how the current IRR program determines needs and requirements and discusses what mobilization plans and requirements are necessary to meet the M-M90 requirements. It sets forth recommendations and upgrades to enhance the current training program. Specifically, the study supports recommendations to align IRR forces through continuous recruiting and reclassifying focus on recruiting to fill the 10 N 10 Essential Forces institute a full or partial screeningtesting to determine which IRR soldiers should receive sustainment training upgrade the current IRR training program by scheduling annual training AT at Active Component and Reserve Component schools and make the IRR training program mandatory rather than voluntary.
