In 1986, Congress requested an independent evaluation of Department of Defense DoD policies toward independent research and development IRD. RAND was ask to undertake a study that would 1 clarify the goals of IRD explain how DoD support of IRD can serve the national interest 2 assess whether certain DoD administrative and financial arrangements promote or thwart the goals of IRD and 3 evaluate the IRD process overall, determining to what extent it contributes distinctively to U.S. national defense. This report examined the benefits and costs of DoD support of IRD, how to administer such a program and recommendations.
