Abstract:

This thesis examines specific commodity areas lacking minority business participation namely, Federal Supply Classes FSC 3100 Bearings, 4700 Pipe Tubing, Hose and Fittings, and 4800 Valves. This research examines why these areas lack minority business participation. The focus is on factors keeping minority businesses out of these commodities and what can be done to encourage firms to obtain Government contracts in these areas. Of main importance in the development of this study was the examination of DOD buying records where commodity areas lacking minority business participation were identified. Valves, pipe fittings and hosings, and bearings were chosen because they represent businesses operated by typically small machine shops. The areas selected all lack minority vendor participation, but do have high involvement among small businesses. The researcher studied minority owned manufacturers and distributors listed in either the Small Business Administrations Procurement Automated Source System PASS or the Minority Business Development Agency MBDA PROFILE database.
