Abstract:

This report examines the contracting-out of the vehicle parts supply function at Air Force installations. The study is an analytic review of policy, procedures, contract legalities, and results of Office of Management and Budget Circular A-76 guidance in an area criticized by the General Accounting Office over six years ago. The author concludes that flaws in the contractor-operated parts store COPARS concept and solicitation process lead to inaccurate cost studies, inappropriate decisions, and inadequate contract controls. He recommends a revision of the standard COPARS contract and management latitude for installation commanders to keep the parts supply function under government operation.
