Abstract:

Command, control, communications,and intelligence C3I facilities are essential to the nations defense system. These facilities must operate reliably while maintaining electrical safety, surviving lightning, controlling electromagnetic interference, maintaining signal security, and retaining immunity against an electromagnetic pulse event. Proper grounding and bonding are essential to highly reliable operation. This research defined the C3I facility in terms of its necessary elements, identified the grounding and bonding requirements imposed by various electricalelectromagnetic environments, and developed a set of grounding and bonding practices for generic facilities. Existing C3I facilities were visited and analyzed to determine the degree of conformance with the practices recommended in this report. Procedures appropriate to the particular sites are presented however, the procedures are applicable to other sites as well.
