This report identifies opportunities for improving the U.S. Army Corps of Engineers USACE ArchitectEngineer AE Liability Program. To establish which areas need improvement, the U.S. Army Construction Engineering Research Laboratory USA-CERL surveyed the literature and analyzed the results in terms of applicability to USACE. Next, the AE Liability Research Steering Committee was formed to provide feedback for the study. USA-CERL initially identified three general areas as having potential impact on the AE Liability Program. These areas were presented to the steering committee, which focused these three categories into four specific areas of opportunity. 1 design synthesis, 2 design criteria, 3 pursuit of AE liability cases, and 4 identification of negligence. Based on an analysis of these opportunities for improvement, this study recommends the following actions 1 develop technical design quality assurance guidelines, 2 require that AE firms develop quality control programs based on the complexity of particular projects, and 3 develop an automated system to train new employees in the application of AE liability procedures.
