Abstract:

The purpose of this thesis is to describe the budget formulation and allocation process for the Naval Surface Reserve manpower and training program. The thesis describes how manpower and training requirements are used by the Department of Defense Planning, Programming and Budgeting System PPBS, and the Navys Program Objective Memoranda POM in development of budget estimates. The existing system, key players, major roles, chronology of events and organizational inter-relationships are described as they currently function.
