This study examines the effects of management and organizational practices and processes upon the performance of fleet units over a 12-year period. Velocity--the sheer number of persons pumped through a unit in two successive three-year periods is examined as a partial explanatory construct. The findings indicate that both unit practices and unit performance are remarkably constant, with the former in substantial measure causing the latter.
