Abstract:
This handbook is designed to assist personnel tasked with preparing a Request for Proposal RFP for any phase of a major system development program. It specifically focuses on how to include Manpower and Personnel Integration MANPRINT requirements in the RFP. The Handbook is organized into four chapters and an appendix section. Chapter 1 discusses the six domains that comprise MANPRINT and explains how the domains and their integrated products relate to the materiel acquisition process. Chapter 2 examines each of the six domains separately and identifies both documents and agencies that can provide assistance in RFP preparation. Chapter 3 identifies preceding events and activities that shape the structure and content of the MANPRINT requirements in the RFP. It describes the linkages that should exist and what can be done in the event critical MANPRINT elements are non-existent. Illustrative paragraphs as they should appear in the RFP are provided. Chapter 4 is a summation of activities described in Chapter 3. An RFP for a major notional Army weapon system with significant MANPRINT implications is presented. Those portions of the RFP with MANPRINT input are shown to demonstrate how and where MANPRINT should be incorporated and what it looks like when its six domains are integrated with one another and MANPRINT itself is fully integrated with other system requirements. Four appendices provide a list of references, a list of abbreviations and acronyms used in the handbook, a list of addresses and telephone numbers of government agencies with major responsibilities in the MANPRINT program, and a document improvement proposal form.
