The city of Oelwein, Iowa, requested assistance from the Rock Island District, Corps of Engineers, to determine a solution for the flooding problems along a drainage ditch called Dry Run Creek within the citys corporate limits. This detailed project report presents the evaluation of alternative solutions to Oelweins flooding problems. The report recommends the construction of a Channel Modification project which would produce annual net economic benefits of 13,800, and has a benefit-to-cost ratio of 1.6 based upon a 50-year economic life and a discount rate of 8-58 percent. The estimated total construction cost is 250,300, of which 130,515 is a non-Federal cost. Environmental impacts of the project are not significant and are evaluated in the environmental assessment.
