Abstract:

This report attempts to identify Tactical Air Commands TAC needs for aircrew performance data and to evaluate current practices and procedures for obtaining such information. State-of-the-art measurement technology is reviewed and where considered appropriate, recommendations are made for near- term application. Finally, areas are identified requiring long-term research and development RD. Specific objectives addressed were 1. TACs needs for performance measurement information necessary to support its training programs were defined. This required that consideration be given to both the user of measurement information and the intended use of such data. 2. Criteria were defined whereby the adequacy of existing as well as potential measurement techniques could be evaluated. These criteria addressed the practical aspects of alternative measurement techniques as well as the more scientific aspects such as reliability and validity 3. Existing TAc measurement capabilities were reviewed and documented. This included a review of regulations and directives as well as the definition of specific techniques and practices. Also required was a definition of how specific techniques are being applied to meet specific measurement needs 4. Existing measurement practices and capabilities were evaluated using the criteria previously defined. The intent was to determine how well current practices are meeting existing measurement needs and to identify specific areas which are in need of improvement 6. Specific areas were identified that should be addressed in future RD.
