Abstract:

The purpose of this study is to analyze the market potentials for various alternative development concepts for commercial concessions on Corps lands at Federal Dam, Minnesota. This activity is an adjunct to the current master plan update efforts for the Mississippi headwaters area. It is intended that the study provide a perspective and guidelines by which the success of various development proposals may be assessed. In general, the report surveys historical trends in recreational and tourism development in the Leech Lake area and assesses the directions which various activities and services may take in the future. The study consists of four major parts. The first section is an analysis of the recreation resources and attractions in the Leech Lake area. The second major section is an assessment of the market characteristics in the Leech Lake area. Following this is a comparative analysis of selected, alternative development concepts for future concepts for future use of Corps lands at Federal Dam. The report presents an overview of the market potential for development, compares alternatives and briefly discusses problems which may develop related to these concepts. Finally, guidelines for future development are outlined. These include insights in principal market characteristics, suggested development parameters, and issues for ongoing consideration.
