The military strategy of the United States depends heavily on maintaining a qualitative superiority over any and all potential adversaries. By maintaining this qualitative superiority the US is able to compensate for a wide variety of real or perceived shortcomings present in its military forces. This dependence has resulted in an increased emphasis on advanced technology and its associated software programming. The integrity and responsiveness of our software is being jeopardized by its high costs and an increased emphasis on advanced technology and its associated software programming. The integrity and responsiveness of our software is being jeopardized by its high costs and an ever growing shortage of qualified software professionals. Although programs life the DoDs STARS Software Technology for Adaptable Reliable Systems program have recognized these problems, progress has been slow to reverse the trend. One area that deserves closer examination is the process the Air Force uses to conceive, develop, and implement its software. This process is known as the traditional systems development life cycle. This project will examine in detail the traditional life cycle, the factors affecting it, its economic foundations, and most importantly ways in which it might be altered.
