Abstract:

This report documents a study conducted by the US Army Engineer Studies Center ESC, at the request of the US Army Chief of Engineers for the Commander in Chief, US Southern Command CINCSOUTH. It suggests how the CINCSOUTH can improve working relationship between the US Southern Commands Engineer SCEN and the many engineer elements functioning, within the US Southern COmmand SOUTHCOM area of operations. The report outlines the SCENs primary roles in accomplishing the CINCSOUTHs engineer elements in SOUTHCOM. Based on an analysis of the SCENs workload, geographic responsibilities, and the SCENs relationships with host nations and other US militiary and civilian an engineer intelligence data base, and establish Memoranda of Understanding with State Department country teams which define the SCENs engineer roles and capabilities.
