Logistics Planning in the AOE Division - Is the G-4 an Anachronism?

Doctrine regarding logistics planning in U.S. Army divisions has remained virtually unchanged for the past four decades and is seriously out of date. The Division Support Command DISCOM and the Division Materiel Management Center DMMC have been formed as permanent organizations in each division, with the mission of conducting the logistic operations necessary to sustain the combat force. The doctrine concerning staff responsibilities holds that the G-4 is charged with establishing policy and accomplishing the planning necessary to insure that combat service support is provided in a timely, adequate manner. However, the G-4f Section in todays divisions lacks the necessary personnel to accomplish the doctrinal tasks assigned, and is not capable of timely acquisition of the needed logistic intelligence required to formulate adequate logistic plans. In terms of the critical tasks of arming, fueling and fixing weapon systems, the DMMC and the DISCOM staff are better capable of conducting the requisite CSS planning. It is the conclusion of author that, given todays organizational structure and communication systems, more efficiencies could be gained and the G-4 better capable of performing his responsibilities, if he was dual-hatted as the DMMC commander. The G-4s principal place of duty should be in headquarters, to maximize the logistic planning and operating functions of both organizations.
