Abstract:

The purpose of this report was to evaluate the dependency of the Soviet military budget on the relative health of the general Soviet economy. The secrecy with which the Soviet Union conducts its business particularly on defense matters presents a unique problem for Western analysts in analyzing Soviet actions. Although the United States intelligence community has devised several techniques for accomplishing cost analysis, no figure is guaranteed to be accurate - perhaps only an approximation. The world has viewed the poor performance of the Soviet economy since the 1970s defense spending apparently the same time that the Soviet health of the Soviet economy a factor in determining the size of their defense budget or are they totally separate entities
