The Army Family Action Plan implements the philosophy of the 1983 Army White Paper. Of the sixty-five issues addressed in the plan, sixty are grouped into four program themes of Relocation, Medical, Family Support and Role Identity, and Education and Youth. The remaining five issues comprise a separate category of initiatives required to implement, manage, and evaluate the action plan itself.
