This report discusses management problems at the Social Security Administration that must be addressed to assure the continued delivery of high-quality service to social security recipients. It contains many specific recommendations to the Social Security Commissioner to improve management of the agency, and the Commissioner has begun implementing a number of improvements. But the most important recommendations are to the Congress and the President. Detailed in chapter four of the report, they focus on the need for a fixed term for the Commissioner so the agency can have the leadership stability needed to sustain management improvements.
