Abstract:

The present study provides a set of recommendations that can be used to improve the effectiveness of the DoD Suggestion Program. While it has been shown that the DoD Suggestion Program has had a positive impact on overall governmental cost savings and productivity, not all suggestion programs have been equally successful. The present effort systematically focused on selected areas of suggestion program eligibility, awardrecognition, and program success. Various data collection procedures were used, including interviews with suggestion program administrators from the three military services, 5 other public sector organizations, and 10 private sector groups. Program recommendations included the development and implementation of DoD program objectives, systematic education and training of employees about the program, data-based decision making, awardrecognition of evaluators, and evaluation of promotional strategies.
