This study is the initial phase of a requirements analysis effort to tailor AFIRMS to the needs of Strategic Air Command SAC. The SAC requirements analysis is a small part in the development of the Air Force Integrated Readiness Measurement System AFIRMS, a summary of which appears below. The purpose of this report is to discuss the choice of a capability assessment metric, or unit-of-measure, for SAC. Prior to July 1985, a Learning Prototype Phase LPP tested the basic concepts of AFIRMS on an experimental testbed system which linked a base, a Major Command MAJCOM, and Headquarters, United States Air Force HQ USAF. That phase focused on the tactical fighter environment at Headquarters, United States Air Forces in Europe HQ USAFE and Spangdahlem Air Base.
