Abstract:

Congressional inability to meet its schedule for reviewing federal budget submissions adversely impact Operation and Maintenance OM budget execution by causing less than optimum financial decisions which often result in higher costs. Biennial budgeting is proposed as the solution to this problem. This study evaluates current biennial budgeting proposals, identifies biennial budgeting pros and cons as well as impacts on the Department of Defense Planning, Programming, and Budgeting System PPBS from and OM perspective. Current biennial budgeting proposals are analyzed and ranked for effectiveness. The study concludes that implementation of biennial budgeting will help alleviate the problem. Author
