Developing and managing training programs for systems undergoing acquisition is a highly complex task involving a large number of organizations making up the training community. Failure to effectively accomplish required training management activities can not only adversely impact initial operational capability, but can also increase program costs dramatically. This handbook provides a brief overview of the system acquisition process an overview of the training community including a description of the major players and their organizational responsibilities and a description of the key training management activities required during each phase of the system acquisition process. The handbook focuses more on the training communitys actions than on one organizations role.
