A recently developed model for the effects of scatter caused by irregularities in the propagation medium on signals propagated via substantially refracted ray paths is evaluated in the context of HF sky wave radio propagation. Previously neglected characteristics of refracted ray paths associated with caustic formation are analyzed, and their effect on the scatter behavior is found to be small. The conditions necessary for a single, thin phase screen to provide a good description of the scatter effects the apex approximation are shown not to be well satisfied under some circumstances for HF sky-waves.
