Data is a very valuable corporate asset. How it is managed and controlled can often determine the success or failure of a corporate venture. With this fact in mind many organizations are taking a close look at what tools are available to help them in this effort. This thesis takes a look at two types of data management tools available today, the Relational Data Base Base Management System DBMS and the Data Dictionary DD. It discusses desirable DBMS and DD characteristics with particular attention being paid to the shortcomings of DDs. It also describes the effort of the National Bureau of Standards NBS to develop a DD standard and examines in detail the NBS Information Resource Dictionary System IRDS and how the standard was implemented in a prototype IRDS.
