Abstract:

This report contains a descriptive model of the HQ, Army Materiel Command AMC PPBES Planning, Programming, Budgeting, and Execution System programming process for the Operation and Maintenance, Army OMA appropriation. The model shows the organizational interfaces and information flow which comprise AMCs development and submission of programming requirements. It is a historical representation of AMCs activities in support of the Army FY 87-91 Program Objective Memorandum POM, occurring from April 1984 to January 1985. The report is factually written e.g., with actual dates to enhance readability and accuracy, and to assist the comprehension of the material for readers without an intimate knowledge of the PPBES. This research was conducted as the third phase of the Management Analysis of the Programming Process MAPP Study performed by the Logistics Studies Office LSO, US Army Materiel Systems Analysis Activity AMSAA, under the sponsorship of the Assistant Deputy Chief of Staff for Program Budget, HQ AMC. Phase I addressed the Research, Development, Test, and Evaluation RDTE appropriation and its model was published in an LSO report dated March 1984. Phase II addressed the five Procurement appropriations in an LSO report dated October 1984.
