A Flow Model of the U.S. Army Field Grade Officer Corps to Produce the Five Year Promotion Plan

This thesis analyzes the methods used to produce the U.S. Army Five Year Field Grade Officer Promotion Plan. The officer promotion system is formulated in terms of personnel flows. Calculations used within the system are then consolidated to present a promotion model. The current microcomputer implementation of the promotion model is presented, showing severe limitations as an analytical tool. A mainframe implementation is then demonstrated, showing significant advantages over the previous technique. The proposed flow model Proplan offers to the force planner a tool which accurately produces the promotion plan. Other characteristics of Proplan show that this implementation is flexible, responsive, and should be used to produce the promotion plan.
