Abstract:

In order to effectively combat terrorism, we must first understand it and identify its motivations and its objectives. A broad definition would be gradually focus on the political configuration of the phenomenon, both domestic and international--the terrorist process consisting of a violent action on certain victims, thus producing a strong emotional reaction in the chosen environment. An appropriate strategy must be aimed at nullifying the effects of terrorism. Another condition for success is that a policy of dissuasiondeterrence must be established, by demonstrating that terrorism doesnt work and that governments are able to keep control. Two broad recommendations are made. The first, rather theoretical, aims at improving the socialpolitical system to which we and the terrorists belong. The second is more practical and applies to the education of the society.
