Abstract:

The MIFO Study consists of an analysis to determine whether MICOM meets the criteria for operating under the Army Industrial Fund AIF charter and to determine the costs and benefits of MICOM operating under AIF as compared to operating under appropriated funds. The current AIF system was evaluated by collecting actual AIF financial management data and also the estimated financial management cost of operating under appropriated funds by site visits to MICOM and other RDTE organizations recently removed from AIF. The study report consists of six chapters supported by appropriate appendices. An interim report was produced within two months and provided to ODCSLOG, who was directed by OSD to provide an evaluation. Both a quantitative and qualitative analysis were conducted. MIFO is a follow-on to the AIF Analytical Study AIFAS published in September 1984 which evaluated removing the supply function from AIF. In both studies, any savings realized were more than offset by increased requirement for resources.
