The purpose of this thesis is to examine and document the reasons why more than 40 percent of the fiscal year 1983 depot level repair costs have not been identified with a specific weapon or support system. The analysis in this study is based on a random stratified sample of 5,082 records with the Weapon or Support System Codes 997, 998, and 999. These data records were submitted by the services to OASD MILMD for work done in fiscal year 1983. The results of this study suggests that while there may be problems with the interpretation of the guidance provided by DoD Instruction 7220.29-H, a viable system exists which could resolve these same interpretation problems and require less work on the part of the Services.
