On October 2, 1981, the President announced his decision to canal the M-X Multiple Protective Shelter MPS basing system. The Air Force was, at that time, working to prepare a Final Environmental Impact Statement FEIS for the MPS site selection process. This preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the M-X system in a different mannner. Areas considered were in Texas, New Mexico, Utah and Nevada. Construction, operation and ultimately, decommissioning of the M-X system will cause significant impacts on both humans and natural resources within the regions in which it is to be deployed. It is the policy of the Air Force to make every effort practicable to avoid adverse impacts on environmental resources through the design, siting, and construction of the M-X system and in activating the system operation. This technical report provides a comprehensive discussion of overall Air Force mitigation plans. It also summarizes specific mitigations identified for the resources evaluated within the FEIS.
