In this paper, we review and evaluate certain United States military and economic assistance programs for Less Developed Countries LDCs. We begin outlining the Congressional mandate for current U.S. foreign assistance programs. Using conventional indifference curve analysis, we demonstrate that military loans at U.S. Government cost-of-money interest rates must be balanced with grants or economic assistance to achieve stated U.S. foreign policy objectives. In appendices, we present economic forecasts and analyses for 19 selected LDCs. We conclude the main paper by commenting on the policy implications of our review and evaluation. Author.
