This note examines decisionmaking in Soviet industry through a case study of three branches of Soviet machinery production data processing equipment, agricultural machine building, and chemical-petrochemical equipment of a decisionmaking system characterized by low-level conflict without clearly defined or predictable forms of conflict resolution. The study aims to cast a new light on relations between clients and suppliers in Soviet industry, and on the environment in which decisions on the importation of foreign technology are made in the hope of better predicting Soviet economic behavior.
