Abstract:

The Military Departments spend over 600 million annually on depot-level maintenance in the European and Pacific Theaters, and plan to increase this amount substantially within the next few years. The benefits of performing depot-level maintenance overseas are substantial -- better readiness and sustainability, reduced maintenance turnaround times, reduced need for spare equipment and parts to fill repair pipelines, and strengthened international relationships. We believe the value of those programs can be made even greater if the Assistant Secretary of Defense Manpower, Installations and Logistics, ASDMIL, took the lead in coordinateing overseas depot maintenance requirements and assignments and encouraged increased use of the existing overseas industrial base.
