The objectives of this study were to determine of the current Procurement Work Directive PWD processing systems and PASS are factory in the length of ALT and determine if the proposed AAA changes or other alternatives would reduce ALT. Research began with a review of literature and current policy on document flow processes. The PWD processes at DARCOM Major Subordinate Commands MSCs were studied to determine the effects of the procedures and the use of PASS on ALT. This research was used to determine if alternative procedures were required and feasible. While the MSCs procedures do contribute to longer ALT, the AAA recommended use of simultaneous PWD processing by procurement and other MSCs activities is not the best solution. The current practice of validating and updating the procurement package, after a PWD is issued, which the AAA felt could be done while procurement develops the solicitation, should be accomplished on a continuous basis instead of during ALT. The AAA recommended changes to PASS would not reduce ALT or improve the performance of PASS functions.
