This thesis is the first part of a two-thesis examination regarding the various statutory and administrative tools which the federal Government is now using to reverse this startling trend. This two-thesis project is intended to provide both the practicing attorney and the general contracting community with a useful primer on individual and corporate liability for various procurement-related crimes and offenses. Part One will examine four broad areas impropercorrupt payments conspiracy individual and corporate criminal liability and 4 the efficacy of existing criminal sanctions.
