Abstract:
A pilot program was established for training and utilizing noncommissioned officers NCOs in Organizational Effectiveness OE work, and two classes of Organizational Effectiveness Noncommissioned Officers OENCOs were trained and placed in the field. This report presents data collected from the second class Class 2-79 of the OENCO pilot program and compares the findings with those obtained from the first class Class 1-79 of OENCOs. Questionnaires were determined to 45 OENCOs, their OESO supervisors, their Key Managers program managers, and a sample of OE users. In general, results obtained from OENCO Class 2-79 confirm and extend the findings contained in the previous study conducted on Class 1-79. All measures of effectiveness used to assess the program attitudes, performance ratings, increase in OE office productivity, acceptance of OENCOs, and OENCO job satisfaction indicate that the program has been successful.
