Abstract:

The Armys Corps of Engineers and the Department of the Interiors Bureau of Reclamation have large backlogs of construction projects for recreation. Recreation is a component of some of the agencies water resources projects whose primary objectives include navigation, flood control, and hydroelectric power. For the Corps and Bureau construction projects receiving appropriation for fiscal year 1982, recreation construction backlogs totaled 755 million and 188 million, respectively, as of the beginning of fiscal year 1982. These amounts represented about 3 percent of the agencies estimated total costs for the projects with unfunded recreation components. The reasons for the backlogs include funding limitations, lack of funding priorities, and competing funding demands such as authorization of new projects.
