Frequently, the United States has had trouble deciding on meaningful and timely actions to be taken in response to warning indicators of enemy action. This paper examines the nature of warning and surprise in concert with the current threat to the United States, in an effort to determine those mobilization responses that would improve the countrys ability to make meaningful and timely responses to enemy warnings.
