Abstract:

This report describes several applications of decision analysis to the Armys Affordability Study. These applications are focused on the allocation of resources to support the requirements, concepts, and plans of the Army. The purpose of these applications is to establish a rigorous methodology to assist the decision makers in allocating resources. Decision analysis is a quantitative procedure for the systematic evaluation of the alternatives available to a decision maker. The process defined as decision analysis is to decompose a decision problem into clearly defined components, so that all options, outcomes, values, and probabilities are depicted. The explicit representation of the decision not only provides a recommended course of action, but also facilitates communication among those involved. So, it should be emphasized that decision analysis does not replace decision makers but structures the role of wise human judgment in the decision process.
