This study represents the first detailed examination of strategic culture and national style with particular focus upon the distinctive and divergent nuclear strategic ideas and doctrines of the United States and the Soviet Union. The report reviews theories that have underpinned U.S. nuclear weapon policy and doctrine, and seeks to identify an American nuclear weapon policy which would be both compatible with American cultural values and political interests, and responsive to American security requirements. Volume II supplements this report with strategic style studies of the Soviet Union, France, Great Britain and China.
