Abstract:

Operational test and evaluation is the most effective way, under peacetime conditions, to determine a weapon systems combat worth. Realistic testing, however, requires test resources, such as threat simulators and aerial targets, that duplicate, to the extent possible, the characteristics of the enemys weapon systems. DODs test resource planning practices, organizational structures, management emphasis, and intelligence support for threat simulators and aerial targets can be improved to provide better assurance that current and future weapon systems will meet performance expectations. GAO recommends several actions to improve DODs planning and management of critical test resources. GAO also recommends that the Congress monitor DODs progress in resolving the problems identified in this report. Author.
