This report discusses the development of the General Manager appraisal and merit pay systems which were operationally implemented by the Air Force effective 1 October 1980. The appraisal form used in the system and the computational process used to determine merit pay increases are presented. The system provides for employee work plans comprised of job performance elements and written standards. The job performance elements are evaluated at the close of a rating period as being Met, Not Met, or Exceeded. A 5-point overall performance rating scale of Superior, Excellent, Fully Successful, Minimally Acceptable, or Unacceptable, used to determine an employees performance rating, is objectively derived from the job requirements evaluation.
