Abstract:

This is a report of first findings from a two-purpose study of current value human resources accounting in Navy settings, and of causes and consequences of Project Upgrade, a program for discharging underperformers. Multiple waves of NHRMS data are correlated across time with multiple measures of unit performance and with Upgrade percentage. NHRMS indexes are found to predict unit performance in a two-hump pattern previously found for both Navy and civilian organizations Upgrade percentage is similary predictable, across a suprisingly long time period. A typology of unit change, in unit functioning as measured by the NHRMS, also results, and seems associated with surprisingly differential effects. Author
