Abstract:

This study involves the development and application of a model for measuring the Personnel Replacement Cost of Industrial Engineers at two sites, the Seal Beach Naval Weapons Station and the North Island Naval Air Rework Facility. The research demonstrates the potential utility of using replacement cost information in making policy decisions in the area of human resource management in the Navy. It is a step towards linking human resource decision making with the coin of the realm. In particular, the relevance of replacement cost data to decision making involving issues such as the training personnel internally versus the hiring of more experienced, outside personnel is demonstrated.
