Abstract:

By 1980, the recruiting market had changed. All the armed services are currently meeting or exceeding their active force recruitment goals, and recruit quality at least as measured by high school graduation and entry test scores is increasing. Reserve manning is higher than in the late seventies, although there is still substantial room for improvement. Our position is that the All-Volunteer Force is working today. We submit that the chances are good that it can continue to work in the future.
