Abstract:

Delinquency on the part of Navy contractors plays an important role in exacerbating the shortage of repair parts needed to support the fleet. Nearly one quarter of all stock and in-use item contracts can be classified as delinquent. SPCC, in its role as a weapons system life cycle manager, faces a complex, and very real delinquency problem. The objective of this research effort, is to explore those factors associated with the procurement of stock and in-use items, that contribute most to the problem of managing delinquency. Emphasis is placed on environmental factors and the problems of managing a procurement organization as a public entity. Problem-solving strategies are analyzed and discussed as are contractual and extra-contractual considerations that may help to mitigate the delinquency problem. Author
