This thesis develops a concept for the simulation of command and control networks. The concept is based upon a model of the essential functions of command and control systems and networks of systems. The model is used as the basis for discussion of network performance evaluation, and the performance characteristics of concern form a basis for the simulation architecture. The simulation concept is based upon a distributed simulation capable of utilizing a wide range of network node simulations ranging from manual procedures to manned simulators to fully automated emulators. The simulation is both flexible and transportable due to its residence within a computer based distributed environment.
